Regarding speed, GIFs can be laggy or play at different speeds depending on one's browser. The rest of the time I'm there for the text-based info and can just ignore that the video exists. Most of the time I'd prefer a video link on skill pages, since I'd only look up how the skill looks once (and in that case I'd want to hear its sound effects, too). So if you have a lot of frames to show, or large frames, or want more than 256 colours, or sound, an embedded youtube link may work better (since as far as I know, the video data is hosted by youtube and not the wiki). The get-up animation may have been omitted due to concerns over file size, perhaps? Since GIFs use lossless compression the file sizes can get quite large pretty easily, even if optimised.
